The stories of their founding and evolution tell a great deal about the immediate catalysts of formal and expanded state involvement in the lives of nationals abroad. The narratives reveal a complex mix of international, domestic and bureaucratic politics, all of which contribute to our understanding of the bases and evolution of state emigration policy. However, behind these developments are larger or more basic questions related to the importance of borders, security and state identity. What is the relationship between emigration and the demands of state-building?

Citizenship is another. Its extension is related to, but it is not fully coincident with, the territorial boundary marker.
